Standard Operating Procedures
The Standard Operating Procedures are clear and will be followed to the point. They are a guideline of rules for every cadet in the Sacramento Division. Details are discussed in detail below.

Standard Operating Procedure #1 – Sea Cadet Oath
 
I agree to be governed by the regulations for administration of the NSCC/NLCC; and to obey all lawful orders, to attend drills regularly, and to take proper care of any uniforms or equipment entrusted to me.  I also commit to being drug, alcohol, and gang free while I am a member of the NSCC/NLCC.
 
This is the oath that you took when you signed your application form.  An oath is a promise and you will be held to it.  Good order and discipline require that ALL orders be followed without hesitation.
 
Standard Operating Procedure #2 – Attendance Policy and Procedures


1. Attendance is mandatory.  You made a commitment to the Division as well as to your fellow cadets.
Our Division only thrives when everyone is present and gives their best effort. 
This policy applies to cadets, midshipmen, instructors, and officers.

2.Cadets, Officers, and Instructors often have other activities that could possibly take them away from their duties. This is to be expected among a group of highly motivated, over-achieving individuals such as one finds in the Naval Sea Cadet Corps. Recognizing that non-repeatable important conflicts occasionally are unavoidable, the Naval Sea Cadet Corps has established a 75% minimum attendance rate. Missing more than 25% of drills over a 12 month period is cause for termination from the program.

3. All absences, especially pre-planned absences, must be reported to the individuals’ immediate supervisor or squad leader. Normally this is done by telephone prior to the drill weekend. If the immediate supervisor is unavailable, the next person(s) in the chain of command is to be contacted while continuing effort to contact the immediate supervisor is made. For cadets, the supervisor must report attendance results to the Master-at-Arms, who then submits the results to the Operations Officer via the Leading Petty Officer. All others report directly to the Executive Officer. The Operations Officer will submit results to the Administrative Officer.

4. The Administrative Officer maintains the muster form of enrolled personnel.  The completed form is reviewed by the Operations Officer and submitted for retention to the Commanding Officer.  Any missed drills, without prior notification will be marked as an unauthorized absence.
 
    Notification of absences lie soley with the individual cadet.  You are responsible - so act accordingly.

 
Standard Operating Procedure #3 – Coursework


1. Coursework is the correspondence courses required for advancement. In example, the Basic Military Requirements for seaman apprentice and the Seaman Book for advancement to seaman.

2. All hands will progress in required coursework. Ideally, at a minimum, two completed lessons must be turned into the Squad Leaders at the beginning of each “classroom time” of each drill on SATURDAY. Course work takes time and initiative to complete.  Your advancement in the program depends on your ability to get these courses done.  Sluggish advancement shows a lack of motivation and drive.  In order for you to grow with the program - YOU need to be persistent and get these requirements done.  

3. The first course is Basic Military Requirements (BMR). It is recommended that the BMR be completed before attending Recruit Training. (This expectation is more stringent than the requirement of the USNSCC; but by doing so you will advance faster and be more ready to excel at Recruit Training.)
